UMPIRES PAGE amended for 2012 THE UMPIRES’ PANEL The Sub-Committee The Umpires Sub-Committee is chaired by Ian Farrell and runs the Panel on behalf of the League. Ian is an ex-officio member of the League Executive Committee. The Members of the Sub-Committee are: Ian Farrell (Chairman) – responsible for distributing newsletters, vetting applications from potential new recruits, in season Umpire Performance , Discipline Liaison ,dissemination of annual marks to individual umpires, and the overall running of the Panel. Roger Garland (Secretary) – responsible for in-season withdrawals, production of an annual admin report, expenses claims, CRB clearance information and producing end of season summaries of markings. Terry Burstow (Appointments Officer) – responsible for Availability collation, making and distributing appointments and dealing with the ECB, other Premier Leagues and cricket authorities, on all matters relating to Umpiring in the League. Hugh Thomas (Reports Officer) – responsible for collating individual Umpires’ records of Captains’ marks and comments. Appointments In 2012 the appointments will be made in four batches of nine weeks, four weeks, four weeks, and one week. Grading In accordance with ECB & League policy, all umpires are allocated a grade. The Grading structure was changed in 2010 to align it with the ECB ACO grading structure. The impact of the structure on appointments is detailed below. Please remember that these are for guideline purposes only and that umpires’ in season performance, availability, mobility, and level of administration will also influence appointments. Also please remember that nearly 60% of appointments made relate to matches in Division 3 West, Division 3 East and the 2nd XI Premier Division. Grade C1* – Predominantly Premier Division Matches. Those Umpires with proven ability over many matches with consistently high marks. A minimum of 3 Years Panel membership and 30 appointments to qualify. Grade C1 and C2 (+1) - A mixture of games across all Divisions. Those Umpires with marks and availability at a high level, who (C1) Umpired 6 or more Premier Division Matches in the previous season, or who (C2+1) Umpired less than 6 Premier Division Matches. A minimum of 2 Years Panel membership and 20 appointments to qualify. Grade C2. – Matches in Division 2 and below, but may be appointed to a Premier Division match if appropriate. Those Umpires with marks and availability at a reasonable level. A minimum 1 Year Panel membership and 10 appointments to qualify. 4) Grade C3 – Umpires on the Associate Panel. Marking – a message to all 1st XI Captains During the season umpires are given feedback about their performances. The aim is to reduce common mistakes and improve overall standards. It is our intention to mark all umpires standing in League 1st XI matches. If you mark below 7 you must provide us with some additional information on why you have given the umpire a poor mark. Please note this is a mechanism to improve standards, not to enable you to vent your frustrations at an umpire who has had a bad game. It would be of great help to maintain and improve our standards if the comments you give can be used in a positive manner to help an umpire improve his performances. It would also be very helpful when marking 9 or above if you could comment on why you thought the umpire had such a good game. Please note that umpires are never given their marks from an individual match. Finally if you would like to comment (by phone or email) about the umpiring in a particular match then please contact Ian Farrell.
