Following a renewal of his now customary subscriptions freeze, he told the meeting that all 36 full members would again be receiving five free cricket balls in 2010, saving them Ł75 each in a total pay out of Ł2,700, He also said that full members would get 20 free handbooks at a saving per club of Ł60 and a cost to League funds of Ł2,160. Mr. Wilkinson said it had been a lucrative year with sponsorship providing Ł7,492, subscriptions Ł5,140 and fines Ł3,905, while a total of Ł14,200 had been received from the ECB. Of the latter, Ł9,000 had been distributed to premiership clubs. Expenditure, meanwhile, had been cut from Ł13,300 to Ł9,142. There had been a loss of Ł1,378 on the presentation dinner due to falling attendance and the high cost of speakers. It might be difficult to avoid a repeat in 2010 unless more clubs rallied round. It was reported that Birkenhead Park had not paid their 2009 subscription. The treasurer would have further talks with the club. Chairman’s praise Chairman David Humpage paid tribute to the work of the officers during the past year and referred to the continuing illness of Fixture secretary Sandy Scrimgeour, which had been slow to improve. Sandy’s work had been spread out among his colleagues in a system which appeared to be working effectively and in the meantime, he wished Sandy and his wife Elise well on behalf of everyone in the League. Mr. Humpage and all other officers were re-elected, namely: Deputy chairman John Bygate; Secretary Geoff Wellsteed; Treasurer Brent Wilkinson; Competition Secretary & Press officer Mike Talbot-Butler; Juniors chairman Gary Dixon; Juniors secretary David Vallance; Fixtures secretary Sandy Scrimgeour; 1st XI results secretary Wyn Talbot-Butler; 2nd XI and 3rd XI Divisions 1 & 2 secretary Ian Sharrock; 3rd XI Divisions 3 – 5 Results secretary Peter Lawson; Assistant secretary Tony Morris. Auditor Steve Murrills. Also re-elected was retiring Cricket committee member Andy Newton, while Simon Thompson had asked to stand down. Mr. Humpage called for offers to replace him. (This was later achieved when Duncan Anderson, the chairman of Didsbury, was co-opted). The Chairman announced that the pre-season management meeting at which cricket balls, handbooks etc. will be distributed would be on Wednesday, April 7th at Warrington. FEBRUARY / MARCH NEWSLETTER: 2 It was reported that the 2010 League presentation dinner would be at Mere Golf & Country Club on Friday, October 1st, with former Glamorgan and England cricketer Robert Croft the speaker. The MC would be John Gwynne, the well known Sky darts commentator and former local cricketer. Mike Talbot-Butler listed cricket personalities who had died during the calendar year, referring to the careers of Ray Digman, Roger Pearman, Bill Swann, Trevor Gibson, Robbie Robins, Neville Heys, Tony Totty, Terry Hill, Roy Collins, John Schofield, Dave Berry, Tony Woodcock and Harry Graves. Further well-known League personalities had died since the AGM: Ian Moore ONE of the finest batsman to have graced the County League, Ian Moore died on February 16th aged 68. Ian, who once opened the England Under 15s batting with David Hancock, later of Staffordshire and Cheadle Hulme, went on to play for Lincolnshire, then became a first-class cricketer of distinction at Nottinghamshire from 1962-73 scoring seven centuries and 6,765 runs. His top score was 206 not out v India at Trent Bridge in 1971 and he also hit a century against the 1964 Australian tourists, also figuring in a 206 partnership with Garry Sobers against Warwickshire in 1970. After leaving Notts, he returned briefly to his home county and captained the Lincolnshire team which beat Glamorgan in the 1978 Gillette Cup. Ian joined the Cheshire Building Society at Macclesfield in 1981 and headed up the reorganisation of the company’s head office administration, also enjoying a glittering cricketing career at Macclesfield, in 1984 topping the League averages with 1,164 runs at 71. On retirement from work and cricket, he became a quality golfer at the Macclesfield and Prestbury clubs and raised more than Ł50,000 for the NSPCC in annual charity events. His funeral service at Prestbury Parish Church on February 25th was attended by a crowded congregation of family, friends and former cricket and golf associates. Graham Davidson TATTENHALL members have been stunned to hear of the sudden death of long-serving member and 2009 Clubman of the Year Graham Davidson, aged 66 on February 27th. After helping to formulate the new 3rd XI, he became the club’s regular 2nd XI umpire and was their current representative on the League management committee. The funeral is at Rossett Parish Church, near Wrexham on Wednesday, March 10th at 1.30 p.m. David Shaw LONG-SERVING Hyde member David Shaw died on February 28th, following a long battle against cancer. David, who was 61, had served as both 1st and 2nd XI captain until he was forced to retire following an eye injury. He was chairman in 1990-91. A well-known all-round sportsman in North-East Cheshire, David also made his mark at football, squash, table-tennis and tennis. In latter years, he had been a member of the League Umpires & Scorers Association. All regulation proposals approved ALL proposals for changes to rule for the 2010 season were approved at the Management Committee meeting at Bowdon on February 17th. Here is a selection: O No player playing in any other league shall be permitted to play in any match under the auspices of the League without the permission of the League. O No player currently playing in the League may play in a league or cup match outside the auspices of the League without the permission of the League. O Any club wishing either to select a player from another league or to request permission for one of their players to play league or cup cricket outsider the League must apply at least 48 hours in advance to the Cricket Committee for approval. FEBRUARY / MARCH NEWSLETTER: 3 O If approval is not sought or granted and the player plays in another league or cup game outside the auspices of this League, the player will be deemed to be ineligible and the club may be punished under Playing Regulation 5 (i) for the subsequent League game(s) in which the player appears for the club following an appearance(s) outside this league. The League reserves the right to punish the player with a fine or suspension if it is deemed appropriate. O This rule does not apply to permanent transfers into or out of the League or to full time students who have played for their club during the previous season. For the Sunday 3rd XI competition also note Rule 9 (b) (iii). O Any players wishing to transfer into the League during the season must provide written clearance from his previous club prior to taking part in any League fixture. It is the responsibility of the new club to ensure that any such clearance is lodged with the Competition Secretary or Assistant Secretary at least 48 hours prior to the player appearing for his new club. (A transfer form is available to help clubs adhere to this ruling). (The League Cricket Conference have been told that the UK Border Agency were carrying out investigations into players who last season entered the UK on a Sports Visa and went on to play as sub professionals against the rules of Sports Visas. The outcome may be that the UKBA will levy prosecutions, the fine being a maximum Ł10,000 for employing a player who does not have a work permit to act as a sub pro. They are also considering action against clubs who brought a player into to the UK on a Sports Visa, then allowed him to accept work as a sub pro) O No club shall be permitted to register more than one professionally contracted player in a season. Now 7 points for cancelled games O Points awarded for cancelled or abandoned matches to be reduced from nine to seven. O A new batting bonus points scheme to be introduced for games where the start is delayed. O All home teams must accurately enter their 1st XI League scorecard on the playcricket.com website within 48 hours of the conclusion of a game. Failure to do so will incur a Ł15 fine. (Webmaster Darren Sutcliffe reports that the site received 300,000 hits during the 2009 season). O In the event of a club defaulting on a League fixture, if the defaulting team is playing away and pulls out after midnight the previous Thursday, they shall pay a default fee of 40 pc to the home side. Red Insure T20 Finals Day switched to Chester NEXT season’s Red Insure T20 Finals Day on Sunday, August 8th has been switched from Warrington to Chester Boughton Hall. When Warrington informed the League that their Walton Lea grounds were not available due to an archery tournament, Chester were approached, being next on the rota of clubs with two suitable grounds, and readily agreed to take on the event.. Said CBH chairman Jim Law: “We are delighted to stage Finals Day and we shall be hoping for crowds like we had last time in 2006”. Sunday, August 15th remains the fall-back date The winners at Chester will go on to represent the League in the ECB’s Cockspur Cup competition, facing other winners from the North-West in the Area Finals on Sunday, August 22nd with Bank Holiday week-end the stand-by date. The winners there go on to the Regional Finals on Sunday, September 5th (September 12th), followed by National Finals Day at the Rose Bowl, Southampton on Wednesday, September 23rd which will be televised live on Sky. The winners’ prize will be an all-expenses paid 10-day trip to Barbados when they will be entered into an international pro-am tournament. Fee to enter the competition has been set at Ł600 per league. The ECB will deduct this sum from their annual pay-out to Premier Leagues (normally Ł9,000). They hope to be able to return Ł1,500 to each league in due course through the Sportsmatch programme. This money to used for club ground improvements. FEBRUARY / MARCH NEWSLETTER: 4 Umpire–exchange plan LEAGUE Umpires & Scorers Association Chairman Ian Greensmith said the possibility of exchange arrangements with the Meller Braggins Cheshire League and the Liverpool Competition had been raised and he believed the idea was sound in principle. ECB ACO membership was now a prerequisite for Premier League panel membership and appointment to ECB competitions. 2009 League grading reports had been regularly supplied to Lord’s. Geoff Wellsteed suggested the creation of an award or other suitable memorial to mark the late Terry Hill’s contribution to the Association. Glyn Roberts has succeeded Geoff Wellsteed as secretary of the Association. Bowlers under 13 will be able to bowl five-over spells with a total of 10 in a day. Under 14s and Under 15s can bowl six over spells and 12 in total, while Under 16s / 17s / 18s / 19s can bowl spells of seven overs, with a maximum of 18 in a day. * LEAGUE GOLF DAY CHEADLE’s proposal for an annual League Golf Day has been approved. Cheadle will stage the first event in April, 2010, money raised to go partly to charity and also to help finance the club Under 18 tour to Barbados in August which is expected to cost up to Ł30,000.
