Ian is an ex-officio member of the League Executive Committee. The Members of the Sub-Committee are: Ian Farrell (Chairman) responsible for distributing newsletters, vetting applications from potential new recruits, in season Umpire Performance, Discipline Liaison, dissemination of annual marks to individual umpires and the overall running of the Panel. Roger Garland (Secretary) responsible for in-season withdrawals, production of an annual admin report, expenses claims, CRB clearance information and producing end of season summaries of markings. Terry Burstow (Appointments Officer) responsible for Availability collation, making and distributing appointments and dealing with the ECB, other Premier Leagues and cricket authorities, on all matters relating to Umpiring in the League. Trevor Cox (Performance Officer) responsible for Umpire performance and development. Hugh Thomas (Reports Officer) responsible for collating individual Umpires records of Captains marks and comments. Appointments In 2013 the appointments will be made in four batches of nine weeks, four weeks, four weeks and one week. Grading In accordance with ECB & League policy, all umpires are allocated a grade. The Grades are aligned with the ECB ACO grading structure. These Grades impact on the structure of appointments. Please remember that these are for guideline purposes only and that umpires in season performance, availability, mobility and level of administration will also influence appointments. Also please remember that nearly 60% of appointments made relate to matches in Division 3 West, Division 3 East and the Second XI Division 1. Grade D Umpires who are high performing and highly experienced, who are selected by the ECB Umpires Manager to Umpire County 2nd XI cricket. Grade C1* Umpires who are experienced and upwardly mobile, with a history of high marks, proven ability and excellent availability, who wish to be considered for elevation to the Minor Counties Umpires List and/or to Grade D. Grade C1 Umpires with marks and availability at a high level, who Umpired six or more Premier Division matches in the previous season. They must also have at least three years Panel membership and have umpired at least 30 League matches. Grade C2(+1) Umpires with marks and availability at a high level, who have been previously graded C1, who Umpired less than six or more Premier Division matches in the previous season. They must also have at least three years Panel membership and have umpired at least 30 League matches. Grade C2*. Umpires previously Graded C2, whose previous performances have shown potential to be elevated to C1. They must also have a minimum of two years Panel membership and have umpired at least 20 League matches. Grade C2. Umpires with marks and availability at a reasonable level. They must also have a minimum one years Panel membership and have umpired at least ten League matches. Grade C3. Umpires in their first year on the Panel and Associate member Umpires. . Marking a message to all 1st XI Captains During the season umpires are given feedback about their performances. The aim is to reduce common mistakes and improve overall standards. It is our intention to mark all umpires standing in League 1st XI and 2nd XI Division 1 matches. If you mark 10 or below 7 you must provide us with some additional information on why you have given the umpire such a good mark or such a poor mark. ie Explanations are required for all marks other than 9,8 or 7. Please note this is a mechanism to improve standards, not to enable you to vent your frustrations at an umpire who has had a bad game. It would be of great help to maintain and improve our standards if the comments you give can be used in a positive manner to help an umpire improve his performances. Please note that umpires are never given their marks from an individual match. Finally if you would like to comment (by phone or email) about the umpiring in a particular match then please contact Ian Farrell. This is of course in addition to completing and returning the usual marking cards. Milestones 2013 Availability Closing Dates: By 15th February for 4th May to 29th June (Weeks 1 to 9).
